(Placerville, CA) – The El Dorado County Planning and Building Department has waived or lessened fees for eligible Caldor Fire Survivors that plan to rebuild. Permit types that may be eligible for fee waivers include: demolition, temporary mobile home/RV, Model Water Efficiency Landscaping Ordinance (MWELO), residential building, non-residential building, grading, electrical (including temporary), temporary use and administrative. The following are the steps for residents applying for fee waivers:
Initial Steps for Applicants
1. Review Caldor Fire Rebuild and Resiliency Ordinance No. 5150 and Caldor Fire Permit Fee Reduction/Waiver Request Form for eligibility criteria.
2. Complete and submit the Caldor Fire Permit Fee Reduction / Waiver Request Form. The form can be emailed to caldorfeewaiver@edcgov.us or submit in-person at the Planning and Building Department.
Additional Information for Applicants WITH Insurance
– Only temporary permits and demolition permits able to be waived initially
– Keep a copy of approved waiver(s) for future appointments
– Follow instructions in approval email for additional insurance verification needed

Obtaining Your TRV Permit
Obtaining your Temporary Recreation Vehicle (TRV) or Temporary Mobile Home Permit is a key step in assuring property owners maintain access to their properties during the rebuilding process.
- Ensure you have completed a Caldor Fire Fee Reduction / Waiver Request Form to be eligible for fee waivers when you submit your TRV Permit application. Building staff are required to take payment on relevant fees upon submittal of the application, so having the fee waiver completed and approved is important.
- Complete and submit the fee waiver form to caldorfeewaiver@edcgov.us or submit in-person at the Planning and Building department.
- Before you can apply for a TRV permit, your parcel must be returned by the State to the County. The County will have the Environmental Management Department (EMD) review the report and once approved, your parcel is eligible for a TRV permit. The process usually takes 24-48 hours to complete, and you will receive an email to confirm.
- Complete and submit the Temporary RV/MH Permit Application Part 16(C) for your Temporary Recreation Vehicle or Temporary Mobile Home.
- Schedule appointment(s) to submit TRV Application by contacting Building Services directly at (530) 621-5315 or by scheduling an appointment online.
- Your application is reviewed by Planning and Building staff, in addition to the Environmental Management Department and Fire District staff. – If you intend to connect your temporary home to a septic system, an inspection is required. EMD will also require the submission of a Caldor Fire Septic System Inspection Report that can be conducted by professionals. – Once septic inspection is completed and submitted, EMD will complete their portion of the TRV permit process.
- Once all relevant department and agencies have provided their respective approvals, Building staff will contact you about issuance of a TRV permit.
