GRIZZLY FLATS, Calif.—Don Lee and his wife, Amanda, moved to this small town in the foothills of the Sierra Nevada mountains last year for a simple reason: They found a four-bedroom house for $200,000, less than half what it would cost in nearby cities like Sacramento.
Early last month, Mr. Lee picked through the ashen ruins of the home—one of more than 600 destroyed here in August when the 222,000-acre Caldor Fire roared through the town of 1,195 residents. Most of the town’s residences burned to the ground.
