REBUTTAL: This is a rebuttal to comments made by “Clara” on January 25, 2012 associated with the Quilters needle Cameron board over contract
McNeil managed to secure the 2 votes needed to elect him President of the board at the 12/15/10 meeting. If you look at the minutes, Director Stanton stated that on the campaign trail, he heard residents saying they wanted change on the board. Stanton interpreted the election results as the public’s choice for board president. He nominated McNeil for President not because he had the experience, but because he got the most votes. And of course Director Clarke jumped right on it, seconded the motion and the vote was done. It made no sense to have a freshman member running the meetings; after all he was just learning the ropes. I have no doubt that this was a deliberate act to block the approval of Director Greene as President. Ayes: Clarke, Stanton, McNeil Noes: Frentzen, Greene.
Scott was not on the board when the MOU was signed in 2008 between EDDOG and the CSD. This can be verified in the board minutes.
Finally after all this time, someone in McNeil’s camp is admitting that he played a major role in the demise of Fred Smith. Thank you for exposing him. He is backed by a group of people who want to run things here in Cameron Park. I believe that he was told before he was elected, that one of the jobs expected of him was to rid the CSD of Fred Smith and Director Greene. There was a “Mole” in the CSD office and this employee had a direct line to Scott McNeil, lying all the way to help destroy the G.M. This person has since resigned; getting out before she was exposed once and for all. She had help; other employees worked against the G.M. and Director Green every chance they got. These employees resented having to be held accountable to the board and the public. They had been running rogue for years. They didn’t think they had to accommodate the public’s request for records. They refused to produce the financial records. To them, it was nobody’s business what was going at the CSD offices.
Board Members are not to be involved in the day to day activities, but that didn’t stop McNeil. From day one, McNeil was in the office constantly, undermining the G.M. He threatened the G.M. saying he held the swing vote on whether or not his contract would be renewed. When Mr. Smith was fired; McNeil was in the office running the day to day operations. In fact, when Mr. Smith returned to the CSD offices to gather his belongings; there sat McNeil. It should be noted that Mr. Smith was still under contract at that time.
The entire board hired Rusty Dupray as Interim G.M. Appointing Rusty was not a surprise, citizens predicted that Rusty be appointed as the Interim G.M.
Directors Greene and Clarke were appointed to oversee the search for a permanent general manager (see 4/8/11 special board meeting agenda Item #4). The CSD contracted with Tracey Lynn Lowry from El Dorado Hills CSD to act as the districts HR person to assist in the application, testing and background process. Again the entire board made the decision on a new G.M.
McNeil had nothing to do with negotiating a contract with El Dorado Disposal/Waste Connections. The present contract has been in place since 2007. At the 9/29/10 meeting, it was discussed to extend the contract another 10 years. The contract was approved and extended at the 10/20/2010 board meeting. McNeil was not even on the board yet. Check the board agendas and minutes.
McNeil had nothing to with the Rasmussen or the El Dorado Disposal/Waste Connections donations of $50,000 each. Fred Smith is 100% responsible for securing these funds for a pool slide and outdoor furniture. This was done in 2010; again McNeil was not on the board. The Rasmussen check was rec’d in January 11’ and the El Dorado Disposal checks was rec’d in April 11”.
The skate park, yes he voted along with everyone else to close the park after seeing the pictures and hearing the evidence of calls for service by the sheriff’s dept. McNeil merely voted to close the park; he is not responsible for it. He did no investigation into the allegations; they were presented to the entire board.
Yes they voted to open park with the threat of legal action for closing it. Prior member of the boad, Davie Johnson was behind this action. He was still after Director Greene, pathetic. McNeil actually said in an article in the paper that the allegations were not that bad and that it was one sided. He is very good at sitting on the fence and agreeing with whomever he is talking to at the time.
The summer spectacular was not a success in 2011. The CSD was in the red by approximately $6,000. Again this would be considered being involved in day to day operations. This is true for the music in the park. Scott is not responsible; he did not oversee any of these programs.
He did vote to repair the parking lot at Rasmussen Park, a patch job at best. Again this is not his doing, it was a safety issue, and it had to be done.
The T-Ball field at Rasmussen Park was 100% paid and constructed by the baseball league. The league presented this at a Park and Recreation Meeting. Of course the committee approved it, why would they turn down a free upgrade? All Scott did was vote to approve that they could move forward. Director Clarke should get credit for approving this generous gift.
The WRIT; I think this one is the most comical of all. Scott may have tagged along with Rusty Dupray during the negotiations but he certainly does not have the expertise to settle a fight b/t 2 kids in a school yard, let alone a huge lawsuit at that has been in place since 2007. Here is the truth; When Rusty came, citizens asked him to please end the lawsuit. Technically it has not ended; it is still in the Superior Court of California, Sacramento CA. The tentative agreements have been signed and resolutions passed by both parties, however Cameron Park is calling foul because they are getting no monies, zip, nothing. And how was that found out? The citizens they put down all the time are the ones who got all the records after Cameron Park refused to give out the information. This lawsuit has cost the CSD well over $200,000 and that amount is increasing.
Update on the WRIT; the board of directors voted 4/1 to direct counsel to have the court dismiss this lawsuit at the 2/15/12 meeting. Ayes: Frentzen, Tucker, Stanton and Clarke; Noes: MCNEIL. .
McNeil also voted to increase the cost of admission to the CSD pool this upcoming swim season. He does not care how our tax monies are spent.
He is taking full credit for negotiating the contract with the Sharks Swim Team, not true, just not true.
McNeil was the driving force that led to Director Greene’s resignation. That was a dark day for many. People have described McNeil as having a Jekyll & Hyde personality. He smiles at you, tells you how must he loves and admires you and then when you are not looking he is knifing you in the back. Why did Director Green quit? Every issue that Director Greene presented was blocked by Directors Stanton, McNeil & Clarke. Both Director Greene and Mr. Smith have more class in their little fingers than McNeil will ever have in his entire body. They are great men and they refused to swim in the pond with the bottom feeders.
The only reason there were any budget workshops is because the public kept insisting that the CSD needed to be transparent when it came to the money. Not once did McNeil step up and direct anyone at the CSD to provide the budget numbers. Rusty Dupray is the one who got that ball rolling.
I am not going to even address the remaining accomplishments that Clara wrote. My message to the citizens of this county and District 2, this guy is a wolf in sheep’s clothing. He has done nothing for the community of Cameron Park. In fact, the board has accomplished little and why? Because before Directors McNeil, Stanton and Frentzen were elected, the board vote was also 3/2, the bad guys against the good. Sadly that is still the case. I see hope in Director Stanton to do the right thing in 2012 and work for the good of people who put him into office. That goes for Director Tucker, who was appointed to fill the vacancy left by Director Greene. There is absolutely no unity on the board. Things will never improve unless politicians quit promoting themselves and actually work together to obtain a common goal; which is to do the work of the people. More importantly members of the board have to quit acting on the behalf of silent partners, who hide in the shadows and will not show their faces.
I think Clara has done a great disservice to McNeil by listing his accomplishments for all to see. It is apparent that she got her information from him or his campaign people. You opened the door for the truth to be revealed. Thank you for that, the truth is finally out.
