On February 14, 2012 the EDC Board of Supervisors (BOS) approved the Department of Transportation’s (DOT) recommendations to reduce Traffic Impact Mitigation (TIM) fees countywide by a targeted 15%.
During the past year DOT has worked with the BOS-appointed TIM Fee Working Group (TFWG) and various other individuals and community groups to determine how to best meet the BOS direction for fee reductions that impact all traffic zones, for single and multi-family housing units as well as in commercial and industrial categories. The action was taken following public testimony wherein all speakers except one supported the fee reductions, and many stating the fee reductions are a “good start”. Several speakers echoed Supervisor Nutting’s opinion that further reductions must be addressed not only for traffic fees, but also by other public leaders in charge of school, fire and water fees to follow the Board’s example.
The BOS was unanimous in adopting a resolution that: Allocates funding for Age Restricted categories in Zone 8 to approximately 38% of the current fee for single- and multi-family units; Lowers the Traffic Impact Mitigation (TIM) fee in Zone 8 by the balance of the savings in that zone after creation of an Age Restricted category; Allocate funding for Age Restricted units also in Zones 2 and 3 (which are within Community Regions with infrastructure already in place) and; Allocate the savings on Highway 50 TIM fees proportionally across all traffic zones.
The motion effectively lowers the average traffic fee reduction in Zones 1-7 by 14.1%, in Zone 8 by 13.3%, and for Hwy 50 fees by 18.1%, after supporting the new Age Restricted Program.
