In April of 2020, the City and County adopted a Joint Policy Statement on Homelessness. In the Spring of 2021, the Council requested that the County and City work together to create a facility prior to the 2021 Fire Season. This was explored on several possibilities however due to timing it was not achieved, however in November, the Board of Supervisors directed their staff to explore potential properties and bring back a report to the Board by May of 2022. On April 19, 2022, the County Staff presented those options to the Board of Supervisors. The Board of Supervisors then took action to direct staff how to proceed. That motion is attached to this document. The Board also directed staff to work with the City on these options and how we move forward.

Discussion:
Attached to this report is the presentation to the Board of Supervisors for reference. Staff is seeking direction from Council regarding the Motion that was made and how to proceed as we work with the County. That Draft Motion is attached also.

The report includes 6 sites for potential Navigation Centers. 5 of the 6 are in the City. They include the following:

1. 1940 Broadway, Mother Lode Motel
2. 1970 Broadway, Gold Trail Motor Lodge
3. 471 Pierroz Road/ 2820 Cold Springs Road, Masonic Center
4. 3057 Briw Road, Health and Human Services Parking Lot
5. 300 Forni Road, Next to El Dorado County Jail
6. Perks Ct Property, Located below Weber Creek Bridge

As noted in the motion, the recommendation is to consider the properties 1 and 2 for short term, Perks Court for both short term and long term, and Pierroz Road potentially for long term.

Options:
1.
