She list herself as, &#8220;Self-employed.&#8221; Colleen Bridger Consulting, LLC was incorporated in San Antonio, Texas in Jul 2021. Colleen writes: &#8220;Colleen Bridger, MPH, PhD, Founder and CEO of Colleen Bridger Consulting. I started my career in 1990 working with a migrant farmworker clinic in Eastern North Carolina, and the majority of my career has been in local government. I\u2019ve found that using a public health approach is incredibly effective in addressing most complex problems.&#8221;<\/p>\n<p>The contract was promoted by El Dorado County Health and Human Services Agency&#8217;s Olivia A. Byron-Cooper the Asst. Dir Of Health Services, with Total pay &amp; benefits of $164,800.<\/p>\n<p>The external contract is approved with Compensation for Services billed at $2,000 per day, plus expenses of $21,864.<\/p>\n<p>It is asserted that the County did not open bidding to any other vendor. And it is asserted this contract approval was rushed by Olivia A.
